9.83 DSHIFTL — Combined left shift

Description:
DSHIFTL(I, J, SHIFT) combines bits of I and J. The rightmost SHIFT bits of the result are the leftmost SHIFT bits of J, and the remaining bits are the rightmost bits of I.
